HELP!!!!! Issues with Panic Alarm Sounding off on and off.....

My mother bought a new 2011 Dodge Caravan back in August of 2011. Back around in December the panic alarm would sound off on and off in conjuction with the lock tone several times. Now it has become such of a day to day occurence it goes off more than a few times with single lock tone first, then the panic alarm back and forth alarming off several times. Took it a certificed Dodge dealer at Thompson Dodge Dundalk Maryland. They kept for several days to a week, checked out the computer system and found nothing adnoormal to cause it to off. I have had my mother's vechicle back to them two more times plus she was given a rental car. Well they re-programmed the van, she got it back and it still started doing it again. Now my 2010 Dodge Nitro is doing the same thing as the Caravan going off on and off intermittently several times thru-out the day. Even at times both vehicles panic alarm was go off. The last time the caravan was taken to the dealer they re-programmed the keyless keys, as well mentioned that they were at the house sitting in the driveway it would do nothing. Now the boss who runs the service dept. came to the house, scanned the area with a device and detected spikes on or around the house. She has the van back, the service dept boss said to her there's nothing we can do its your problem. We have contacted the FCC, they said they can't help, we contacted our Electric Servicing Company nothing they can do and comcast is suposse to check out the pole. We have talked to several neighbors as well local business in the area and nobody doesn't know what could set it off even with they have. Now we have a Volunteer Fire Dept across the street, they haven't said anything either. We are running out of options with this situation with the panic alarms going off on the van and nitro. Was going to ask if anybody has this problem or any solution to fixing the issue or what to do. Was thinking to have my mother's Caravan frequency re-programmed with the keyless but was informed that it is very expensive.
