Default radiator speeds

i have an 03 carvan both fans turn on 30% when the van starts but when the a/c turns on only the drivers side runs 100% should the passenger side also run 100% or just a low speed... my a/c cuts off when the van reaches a certain temp druing the day but at night and on a cloudy day it runs great cold a/c.

Usually in a two fan system, one fan is multiple speed, the other is constant speed. If you are not experiencing any overheating issues, I would not worry about it.

Looking at a wire diagram I'm not seeing separate controllers for each fan. Both fans are controlled by a single output from the rad fan control relay. Might try spinning the fans by hand to see if one is binding.

Maybe it's perfectly normal.
