Default Confusing Headlamp Issue

Hello all. I am hoping that someone is familiar with my issue; A short while ago my headlights decided to stay on Highbeam. If they are on at all they are on high. I have had to use my fog lamps and running lights so as not to fry oncoming traffic. A mech friend said I should change the daylight running lamp module, any thoughts?

08 and newer van, there is no daytime running lamp module. It is all module controlled. The headlamp switch is an input to the cluster. The TIPM actually supplies power to the lamps. It does use the highbeams for daytime running but should be overridden when turning on the headlamps and should not run at full brightness so should go brighter is using optical horn.
