[5th Gen : 08+]: Front A/C Blower not Blowing

Front A/C Blower not Blowing
I have read many thread here about this issue but no concrete solutions. My 2008 GC SXT's front blower motor will not run. If I remove it from the vehicle it will run if 12 volts is applied to it. I checked the plug that goes to the fan and there is 11.6 volts present but when plugged into the fan it will not run. I read that it could be the in dash Climate Control panel, but I did not want to buy a new panel in the hopes that it would solve the issue. Has anyone come across this issue and how did you fix it? Thanks in advance

First, I have little experience with 5th generation 08-16 vans. This is based on previous model years and a wire diagram for an 08.
Unfortunately, there is no dedicated fuse or relay for the front blower. Has anyone suggested changing the resistor block (manual temp control system ~ $25) or the blower control module (automatic temp control system ~ $60). Both control the blower motor. In previous models that's the usual culprit.
The TIPM supplies blower power. The resistor block or module regulate blower speed via the switch. The switch applies a ground to which ever speed circuit you select. If you verify you're getting power at pin 2 at the blower connector you eliminate the TIPM as the culprit.
