Front Wipers not working...

Hi, recently I have a problem with the front wipers not functioning properly. I can only turn on the dial for once. Once I turn it off, I can't turn it on again. So I have to pullover and restart the car. I am not sure whether it's the problem with the button. Thus I am not sure if I am able to check the relay by pulling it out or something. Can anyone please give me some advice? Thanks
