Default caravan aux power outlet

I have a 1999 caravan, which is installed with a 12v DC 20 Amp power outlet.
Iconnect to it a Lap-Top computer converter (12v DC to 18v DC) that is using only 1.7 Amp (I verified it with my digital voltmeter), but the 20 Amp fuse is always blown after a few minutes.

Help?

Why did you not just install a 12V to 120VAC Converter and use the standard power outlets. This is generally the preffered method

This is what I did...
I bought a new 12v to 120v AC converter at Radio Shack. It burned the 20 Amps fuse immediately (even as it was consuming only 2.3Amps). I returned it and bought a new one, with the same effect. Before returning the second one to the store, I tried it in my other car (60 Amp fuse), and it worked fine for more the 3 hours.
Then I bought the DC to Dc converter, and still no luck. The 20 Amps fuse is not holding for more the a few minutes. This DC to Dc is also working fine in my other Buick Car.
What can I do ? Is it safe to increase the outlet's fuse to 30, 40 or 50 Amps ?
