Why does it look like burnt oil under valve cover on one side of engine

Default Why does it look like burnt oil under valve cover on one side of engine

My dowels broke on the rocker arm shaft and I'm in the process of replacing them. They were broken on the driver side of the engine. I removed the passenger side valve cover to check to check those dowels and under the valve cover on the passenger side looks all yellow like the oil is burnt on . any ideas what has caused this ? Driver side looks good but has broken dowels , passenger side the dowels are fine but rocker arms valve springs and everything else is all yellow with burnt oil ? I need to know if this is a sign of needed repair on the passenger side of the engine before I put it all back together
