Default Car failed emissions, saying No Voltage

I took my car in to get it tested for emissions. It failed saying there was no connection and there was no voltage. My boyfriend took it to his job, he works at a garage, and they tested all the fuses which showed nothing wrong. They cleared all the codes or whatever it is and took it back to emissions and it still failed saying no voltage. If the fuses are good what else could it be?

I'm guessing you have a Charger so I moved it here.


That fuse testing sounds pretty cutting edge.
