It could be the programmer making corrections to the speedo. I am just stating this as the speed to rpm ratio is mechanically controlled by gears and cltutches, not controlled by a better breathing engine. The programmer may have altered the tranny/clutch to let the engine run at lower rpm's at certain loads. So basically the programmer does have direct influences to the transmission to make this change and not the engine itself.
