Unhappy 1999 3.2 intrepid

the car starts hard and has an idle at about 1800rpm i hooked up the scanner and checked the iac and it showed 0 i tested the operation and it seemed to work as it would let me raise the rpm and bring it back down but not below 1800 rpm i disconnected the iac and sprayed carb clean and couldnt find any vac leaks the only code stored was idle speed not achieve +- 100rpm any ideas???????????
