Default 1999 Intrepid starter problems

Hey, I've got a 99 3.5L Intrepid, and when I turn the key all I hear is the starter turning. I thought it was a bad starter, so I pulled it out and tested it, but it was kicking out fine. I took it to O'reillys to get their thoughts, and the guy tested it, and it turned but didn't kick out. Then I saw that he had hooked up power to the main bolt, but not the little wire (he clamped on to the bolt on the bottom of the solenoid instead). When he hooked it up correctly, it worked fine. So he said that something might be not getting power to the little wire. I looked at that wire under the car, and the connection looked good. I haven't tested voltage on it yet. Is that a likely problem, or is there something else I should check?

Also, the BCM is not working on the car, dash and AC are dead, and the dealer wants more to replace it than I want to pay. Could that be related?
