My tension arm wheel melted and therefore won't turn...seems like a simple enough fix/replacement but, the bolt to get wheel off is on the inner wheel facing the engine with no space in between to fit any kind of tool or instrument necessary in the taking out of the wheel...how is this done?....any help would be greatly appreciated...thx

 

Replace the whole tensioner, don't bother with just the pulley. Old enough to seize, old enough for the spring to fail. I'd replace the whole mess myself. Belt, tensioner, and pulleys. Cheap insurance!
