You could stroke the motor, or a single turbo setup pushing more boost will give you a lag but create the same amount of hp in the usable range, or a supercharger. The dual turbo setups I have seen had one large turbo and one small turbo. One for boost right off the line and the second for boost through higher rpm range(extremely damaging for motor to run two turbos). I would definitely not run two turbos unless you plan on constantly rebuilding your motor.
If you don't want turbo lag then stroke the motor make it naturally aspirated buy all the accessories to make it run right and enjoy. The downside is bad mpg all the time.
If you only want high hp at certain times or can't deal with the continuos bad gas mileage (this is what mosts people do) go with a single turbo setup. Hahn racing has a nice setup. Depending on the amount of boost you want to run you may need to build up the bottom end of your motor, forged pistons, rods etc... but generally reliable and can range from pretty simple bolt ons to extremely difficult rebuild.
The third option is somewhere in between. With a supercharger will not see as much lag as you would from a turbo but the boost is also more of a set limit. You buy the supercharger based on what your application is.
