Question RPM Fluctuations 2002 Neon R/T

I need some help with RPM Fluctuations.

I have a 2002 Neon R/T with 76K miles on it. I have not changed the timing belt on the car. For the first 74k miles my idle was at 800 RPM and it was a strong engine with little noise.

Now my car will idle at 800 RPM when first coming to a stop and then immediately drop down to 5-600 RPM. The car sounds "tired" for lack of a better term.

Is this indicative of a need to have the timing belt service done?

I am thinking it is best to replace the water pump while this is being done. Any other recommendations as to what should be done while I have it at the shop??

My 02 SXT does the same: idles at just below 1k then it drops considerably. I just broke 50k miles yesterday.
