Default Having Issues..

I've got a 98.5 Cummins 24v, I've posted all over and have hardly made any progress..

I'll make it short.

Cold day, colder then -15*F, plugged in for 2 hours, tried startin after cycling the intake grid 3 times, wanted to fire but it wouldn't. Cycled 3 more times, almost fired, then I smelled smoke, starter was dumping smoke.

Replaced the starter and starter relay, won't turn over. jumped the starter, it's got power.
Noticed my WTS light wasn't coming on so I replaced my intake manifold heater relay unit. light comes on now, still nothing.

I got a code reader and i got these codes,

P0234- Turbo over boost
P1693- Companion DTC set in both PCM and ECM
P1689- No communication between ECM and Injector Pump Moduel..

the code list on this forum says different.
P0234- Engine over boost
P1689- Oil Pressure Control Solenoid Circuit Malfunction
P1693- Turbo Charge Control Circuit Malfunction

I'm pretty much at a loss and fed up with this thing!
