2004 cummins electric fan clutch problem

Default 2004 cummins electric fan clutch problem

I have replace my fan clutch twice in the last 3 weeks. The wires were cut on the first one. I put a new one on and a week later loaded some cattle and truck over heated. When I got it home, I killed the engine and the fan spun freely. There was no tension on it at all. So, this morning I take that fan clutch off and take it back to NAPA and get another. I also got a new relay switch. Put it all back together and fired my truck up. Let it run for a few minutes and killed it. Fan stopped like it had some tension on it. Like the belt does. A little while later I drive it 5 miles and returned home. I popped the hood and killed the engine. Fan just spins freely like previous time. I can take the fan and spin it in both directions like it was on a new bearing. Is this what it's suppose to do or can someone tell me where the problem is? Thanks for the help!
