There is a Chrysler TSB issued for this fuse box. "If" your van does NOT have powered seats, REMOVE the very top one or two silver looking items. These control the seat power. If the van has manual seat adjustments, those things can cause electrical issues or even a fire.
I had download the TSB months ago, but can't find it right now on my computer. This applies from 1994-2003.

Hey does anyone know the fuses? On the cover of the fuse box it has a detailed info on each fuse but the relays on left side are not on the cover? Anyone know what the 2 black and 1 blue relays are?

The blue one is the turn signal/4-way flasher, it's not a relay.

Circuit Breakers?
You may be looking at the circuit breakers, one for the power door locks and windows, and the other for the power seats.
