At idle. As the throttle is opened the vacuum should start to drop.

At idle I have 16 then when I am at a constant 1500 rpm I have 22...

do I have an issue do you think?

My vacuum shows 16.5 at idle though no twitter talk mods, lol... Also, this old engine is still eating up about a qt. of oil every 1k or so, The plenum job will be in the near future, just need ambition and time

Not a tech but if you said 1.7 RR to me I would have no idea what you were referring, please just dumb it down so us slow folks can follow the thread.
