New Used '05 Dodge Stratus ... 2 new problems

I havea couple ofproblems with my '05 Stratus SXT 2.7L V6 I would like some advice on: 1. I have been having a flickering hud problem. The green background displays go bright and dim randomly as I drive. 2. The other day my engine wouldn't idle properly or come to 800 RPM after warming up. It threw an check engine code, but per the book it wasn't an immediate threat to the engine. It seemed to be chugging/thrashing. It didn't happen after I started up the second time. 3. Does the ECU store check engine codes, and do I have to get them cleared prior to inspection in NYS? Any advice on these issues would be appreciated. Thanks, gknight00
