Default 02 Stratus R/T 3.0 Battery problem

Posted this problem a few weeks ago, so thought I'd add a little more info this time around. I'll run the A/C for only 15-20 mins. shut the engine off and the engine will barely turnover on the re-start, but if I wait 10-15 mins the engine starts up normal. The battery was replaced about 3 weeks ago, but the problem still persists and normal start up is now slightlly affected. The battery was tested and is at full strength, battery and alternator fuses are fine and there aren't any warning sensors active. I rent from a guy who owns an auto shop and what caught his eye was a corroded negative battery cable, which they could replace for $50...(why would the Dealership charge $217 for the cable????). Just wondering if anyone might haveany otherthoughtsthat might explainmy problem, thanks.

NAPA has the negative cable for $8.49.....Dealership $217, why such the BIG difference?
