05 Stratus trunk won't latch

The trunk on my 05 Stratus won't stay closed. The latch latches around a pencil and locks and the key fob and button will release it.I can't get the trunk to latch and stay closed. There is a rubber / plastic tipped spring resting under the top of the bar the latch latches to. I don't remember seeing that before. Any ideas?

I'd hop in the trunk with a flashlight, throw your legs out the 40/60 and take a look, have a buudy help if needed
