96 stratus vibrating steering wheel

When car isstopped and idleingin drive the steering wheel vibrates enough that the passengers in the back seat can notice it. In park and neutral it shakes but not as bad. Any suggestions to what could be causing this problem?

I have a '97 and it does the same thing, im going to try changing the steering fluid, maybe that will help.
