2000 stratus won't start

I went out to power the windows up after driving it home from work the other day and with it in accessary mode the driver side window went half way up and stopped. I tried to start it and there was nothin' doin'. So this is the deal when I turn the key to start only the fuel relay clicks and when I return the key to the run pos. the dash lights flash three times (don't know if that means anything). the fuel rail has pressure (replaced the fuel pump last summer). the fuses are all good both under the dash and the hood. the battery has a full charge. Any Ideas.

Also, with it in accessory mode the windows will go up but they pulse in very short bursts. Help

When you say "won't start " does it CRANK ???

No crank, just fuel relay clicking.
and in accessory mode the entire interior power seems to pulse

start checking the battery cables auxillary fuse block underhood and the wires to the starter

All seems fine there. It seems like it might be ignition or computer related.

I'd bet starter, starter wires, or starter solenoid
