2002 2.7L Stratus Sedan Spark Plug Change and Fuel Filter Change Question

Is it possible to change the spark plugs on the 2002 2.7L Stratus with just a ratchet and socket? I read that you have to drop the engine to get to the back three coils. Also, I bought a fuel filter from a place online. Is the fuel filter above the gas tank? It's not in the tank, is it? It's just above the tank so one has to disconnect the tank and lower it? Is this right?
