I own 98 Stratus ES. I bought from state machinery auction so I don't know actual history of vehicle. Did Carfax, came back clean. When stopping, turning sometimes or driving over speed bumps horn blows by itself. Can anyone explain why this is happening and how it can be fixed.

Sounds like a short in the horn wire in the wheel colum. Look for any wires that are worn or bare, some electrical tape should do the trick when you find it
