vac leak would be most likely. high rpm is an indcation of a lean condition, more air than is needed. this is norm when starting in cold weather (controlled by the ecu, 2k seems a bit high). with the mods listed i'm guessing you've had the ecu reflashed? if not this could have an effect on the cold start loop, causing your issue. have you had recent mods done that may play a part in the air/fuel flow to the engine?

an easy way to check for vac leaks is to spay carb cleaner around the intake track of a "COLD!!!!" engine. a leak would be sucked up and increase rpms. MAKE SURE THE ENGINE IS COLD, unless you want to set the car on fire. happy motoring

sorry for the confusion but mods listed are from my Neon, the vechical I am in refrence to is a family member of mine that he just got. He does not want to mod it or anyting he just wants a good running car. I figured it would be a vacuume leak, and what is the best method for looking for the vacuume leak?

could try the thing i suggested, use a vac gauge, replace the hoses as they are cheap, or use a golf tee to plug each hose to see if the idle goes down. any way is a PTA due to the amount of hoses and all the room. Have you had the tranny fluid checked (just a thought)? happy motoring.
