Default Oil light flicker and brake noise

I am new to this site but I have a few questions.

1. When I purchased my 05 Stratus everytime you use the brakes the basically whistle or howl. I took it back to the dealer and they told me that there was nothing that they can do about it. I have changed the brake pads and the problem still persists. Is it in the rotors?

2. The oil light in my car is flickering when it is idling or at a stop. Oil has been changed and problem still persists.
