Default ECU Flashing

Does anyone have any experience with ECU flashing that can help me out? I have been doing some research on a few problems with my car, 2001 Stratus R/T. According to the service bulletins, the ECU needs to be reflashed. I have been looking at ECU flashing on the net and it seems that is also a way to tune your car. Can anyone recommend anything on how to do this? Software? Etc?
