does anyone know how to program a new fob for a 2003 stratus rt coupe

Hope this helps.

Press the hazard switch six times within 10 seconds.
NOTE: If the switch is depressed six times, all the doors will
be locked and then unlocked to enter the registration mode.
NOTE: The hazard warning light switch is turned on and off
alternately whenever it is pushed.
Press the transmitter switch, and then press it two times
within 10 seconds of the first press. This will register the
code.
Once the registration has completed, all the doors will be
locked and then unlocked.
If you are using two or more transmitters or have added a
second transmitter, the same registration procedure should
be carried out within one minute after registering the code
for the first transmitter.
Registration mode will be canceled under the following
conditions:
• When the secret code for four transmitters has been
registered;
• When one minute has been passed after registration mode
started;
• When scan tool MB991502 is disconnected (the ground
connection is broken);
• When the key is removed from the key cylinder;
After the registration is completed, carry out the following
work, and then check that the keyless entry system operates
normally.

Default keyless fob programing

when pressing the hazard switch 6 times does the key need to be in the ignition and i also was told that placing a wire from pin 1 and pin 4 in the dlc connection under the dash and turning the key to ACC then off again would start the programing process is that correct info or no ?

I don't know about that,with the pins. Have you try seaching the web?

I seach the web and here is what i found.
It is possible to do yourself with a small amount of technical skill. You must locate the data link connector under the driver's side of the dash. You must connect pins 1 and 4 with a small wire or jumper. This tells the system it is ready to be reprogrammed. Close all doors. Turn ignition switch to ACC. then back off. The door locks will lock/unlock as a signal the system is ready. Push any button on on each keyfob to be programmed. They must be pressed within 1 minute of each other. The doors will lock/unlock to signal the codes were recieved. Remove jumper wire and enjoy your remotes.
