Stratus 2-4 Short Curcuit

I have a 1996 Stratus with a 2.4 Automatic. I just completed a valve job. Whrn I crank the engine to start then the PCM / ASD 20 amp fuse burns out. I tried putting a paperclip in the fuse slot and the fuse box caught on fire. Obviouly a short of somekind ?? Could a defective PCM cause this ??? Anybody out there come across this problem before...?? thanks to all ... Rich CA. 94941
