Default Need help. (Cooling system)

My Stratus (06', 2.4 DOHC) has had a low coolant temperature ever since I got the car roughly a month ago.

In that month I have changed the thermostat and gasket, the coolant temperature sensor, and then bled (or burped) the radiator by raising the front of the car 30° and ran for half an hour. I got it up to 100°C (perfect on the guage) then shut the car off and put the cap back on. I felt both the upper and lower radiator hoses. Both being hot. So I know the stat was opening.

After I started and drove off, it would get anywhere above 78°C.

Doesn't matter how long I drive it. The hot air works (been freezing here in MN so thank g) but nothing seems to work. Any ideas?


Also as a side note, anyone have good methods for removing and repainting rust? Throw in ideas if you want.
