Default timing loop idler wheel replacement?

I have my 1997 Stratus 2.0 (125k miles) well taken apart now. I have some parts to replace (timing belt, selas, etc.) and it was suggested to me that I might consider replacing the timing loop ilder. While I am in there, I am replacing the timing belt, seals, and water pump.

My question is, is it necessary to replace this part if I have access to it? Do they seize up over time or do they just make noise? I'm on a pretty tight budget so if I don't have to spend $62 on this part, all the better. Any thoughts appreciated.

If you turn it by hand and the bearing doesn't feel like it is binding, leave it there. Yes its a good idea to replace it, but if you don't need to, don't sweat it either.

Yes it can turn - a little bit of play but not bad. I brought it to the dealer today and he said it should be OK. Apparently the previous models had a problem with them as they were made out of plastic.

Also, I got a new water pump just to replace it while I'm in there - good move? It was $108.
