Default 97 Dakota programing keyless entry

My Dad has a 97 Dodge Dakota that he bought about 2-3 years ago. I called the dealer gave them the VIN# and it has keyless entry, but he never got any of the remotes. I have bought remotes off ebay before with good success but never for a dodge. The dealer says they are the only ones that can program the new remotes of course. Is that true? I work on cars for a living so I can do this as long as it doesn't take some Dodge only computer to do it. Can some one please tell me how to program these things or point me to someone or a site that would give my the step by step directions. thanks
