Default Gas smell on oil dipstick

I have a 1985 plymouth reliant SE 4 cyclinder that has EFI. When you pull out the dipstick for the oil it has a gas smell to it. The car also has a bad hesitation when you go to leave a stop light or stop sign, you put the gas pedal down to go and it takes 1 to 3 seconds for it to go no matter how far you put the pedal down.

According to my research those problems are/or can be caused by the fuel pressure regulator.
