Default 88 Dodge Aires no start problem

I've checked this forum and came up with several answers . None of which were too definative.
I'd like to get some more input, because this one has me really stumped.
I tried to start it the other day and while it would crank over, it would not fire.
I checked for spark at the coil wire, none. Checked voltage at the pos. side of the coil while cranking, little to none (.03 V).
Checked the fuel pump, didn't hear it run. Disconnected the fuel line at the throttle body, no fuel while cranking.
I took off the dist. cap and visually checked for cracks and damage, OK. The rotor turns while cranking. I also checked all over the engine compt. for loose or disconnected wires and hoses.
I substituted a used hall effect sensor in the dist, still no spark. (I'm not 100 percent sure it was a good one)
I also checked for codes. Got code 23. (throttle body temp. sensor). Replaced sensor with a new one. Still no spark.
I also checked the fuse for the engine control computer , OK.

I'm getting ready to throw a new engine control computer at it. But it is expensive, $137.
Does anyone have any other ideas of what the problem may be? Thanks.
P.S. It's a 2.5 litre with F.I.

Make sure the wires along the back of the rocker cover and around the end aren't degraded and touching.

Found the problem!
I checked the automatic shutdown relay (ASD) for power.
There were two dark blue with white stripe wires going to this relay. One of them had battery voltage with the key on. This told me that the SMEC was sending it power.
I substituted a 12V black cube relay (brumfield & potter) that I had lying around.
I twisted the key and VAROOM!

The test procedure can be found here;
