Default neon turbo

Hi I have a question. I just put a turbo on my 97 neon SOHC. I got everything hooked up correctly. I rev up my engine to about 6 or 7000 rpm, and I get a 5 pound boost. The turbo is a .63 A/R, I researched the turbo I'm running and it starts to boost at 3600 rpm. I'm wondering what would cause this, any suggestions. thanks for your time

what is your question? is it why you are only getting 5 pounds of boost? and if you just rev your engine your not goign to make alot of boost with no load on it
