This is the individual that has no GED, has been arrested multiple times, can't tie his own shoes, is on his last chance in life and is generally as sharp as a smashed bag of hammers.
You normally see about 10% that fall into the Cat IV category.
Sometimes the Cat IV's aren't that bad........everybody needs a pack mule from time to time.
Me: "You.......big heavy thing..........over there........now...."
Cat IV: "You only want one sarge? I can carry 10 of 'em."
Me: "No, just one......I'll have you move the rest one at a time so you don't get into trouble for a few hours."

one of my co-workers has a masters, got her E-5 about 2 years ago. the other has a BS, just got his E-6. Me. . .I'm not actively persuing E-6 right now. . .got my eyes set on something bigger and MUCH better. . . and no it is not the officer corps. . .they can suck on the grime that grows mysteriously in my toilet.

Drew is right on with that statement. It's a very different military than what it used to be.
The dumb ones aren't the ones they are after. It costs too much to train someone that can't retain the info or even apply it effectively.
With all the technology that is being pushed, you can't have Joe Moron running around with this stuff. You need people that can think for themselves.
Then again, I do like Cat IV's, you always need ones to carry big, heavy, stupid stuff. Corn fed and country as hell are the ones I like the best. They never complain, they never quit and they'll KICK YOUR AZZ in a heartbeat if you piss off their boss.
