Depends how well the interior is/was taken care of. IMO, it'd likely look better than Plasti-dip or a dash mat.

You'd have to do the whole board at once after prepping, but this is the best matching paint I know of (the one I used for my Mustang, you couldn't tell a difference in color between what I painted...

When my car overheated and the coolant wouldn't leave the overflow bottle, after taking a lot of stuff apart, all it needed was a new radiator cap. Go figure.

Was there not such a wire? One of the two wires coming off of the positive side of the battery goes directly to the starter from the factory. Any corrosion issues on the power wires, engine grounds...

You can use any 2nd Gen Neon manual transmission. As far as "best gear ratios," are you looking for performance ratios, MPG ratios (final drive) or both?

That's an O2 sensor. It's kind of a pain to see, but you can reach it by going over the top of the engine. It's lined up with cylinder #4 IIRC.
