Default Oh jeeze.....horn not working and mystery Harness.....

Okay so all fuses are okay and relays....however the actually relay "slot" for the horn does not trip the relay when inserted. (Which is how I tested the rest) so I'm puzzled to where the problem might be....
Also ... I crawled under the front just under the bumber (because I'm tinkering with the fog lights)
And I found a lonely male end harness dangling from the cluster of wires going to the horn and fog lights....
I added a picture of this harness ...and I CANNOT FOR THE LIFE OF ME find where this plugs into to...

Is there one horn, or two, under there? I think there is supposed to be two.....

Are they both plugged in?

You can download a service manual from here. At the end of section 8W, is a list off all connectors, and where they are. Dig thru that, and see if you can identify it.
