my air condittion isnt working. the problem i can see is that the a/c piece that spins on the belt is not spinning i was wondering what anyone thinks the problem is. thanks

Loose AC belt, or sized up compressor.

well i just got a new belt put on it so i guess it might be the compressor. what exactly does sized up compressor mean? i am kinda a noob when it comes to car lol.

check (with engine off) if you can turn the compresor by hand. If you can the belt is too loose. If you cant, remove the belt and see if you can turn the compressor by hand. If you can't it's sized (locked) up. aka broken. You will need to have it replaced by an AC mech, If you remove it, the linses need to be purged and vaced.

We may be assuming that you have freon in the system already. If you don't, the compressor won't turn on. If it turns on for a short time and turns off.....then repeats this.....you are simply low on freon. You can purchase the freon, oil charge(needed to lube the comressor), and the hose needed to refill the system at any auto parts store for under $40.00. Has the ac worked before? Also if you are doing this yourself,the ac needs to be on when you add the freon and oil charge. Only add the freon to the low side of the system.....On top of the compressor you will see a low and a high side line....marked by an H and an L.The compressor will turn on after you start adding the freon.Hope you don't have any leaks.Good luck. If the freon was low, the clutch will not engauge, so the compressor will "free spin". Tha't to say, spin very easy with no load. What tehmaxfactr reported was "i can see is that the a/c piece that spins on the belt is not spinning". That's why I said belt or compressor.
