What should my voltage be at the low beam headlight?
I have a 96 dakota and decided to switch my assembly to the glass housing. I bought a "projector" style(it has a bolt on projector lens inside) headlight and the bulb it requires is a 9003 so i had to change the connector. I highly doubt i wired it incorrectly but im getting 5 to 7 volts at the low beam and 12.6 on the high beam. What should my low beam voltage be? Would swapping to hids solve my problem?

It's wired incorrectly.
And I bet you're seeing the flow through the OTHER bulb.
High beam is at ground; ground is at high beam; and low beam is correct, from how you're describing it.
Or, you have bad connections.
On a 1996, 16ga red with orange tracer is high beam, 16 gauge violet with white tracer is low beam, and black is ground. On my 1988, it's the same colors. HOWEVER, the pin out is .. a bit wonky.
I've included the appropriate pages from my 1988 FSM; for the 1996, you can download the manual from the FAQ and it's on page 8W-50-6 .
