Default Truck starts like it's carbureted

So lately my truck (95 Dakota v6 4x4) has been starting like it's carbureted. It'll start, struggle and then finally smooth out after awhile. When it initially started doing this it was fairly short and as of now it seems to do it longer by a few seconds. It doesn't always start this way but does occasionally. I'm not sure if this is related to one another in anyway but while driving at a speed of for example 60mph it seems to kinda slug down after a minute or so of going a steady speed and I have to take my foot of the gas to get it to rise back to speed. I have so far replaced the fuel pump, spark plugs, ignition coil, wires, air filter, battery, and battery terminals. I'm Kinda at a loss so any information or advice would be appreciated.
