I think you have a vacuum leak amongst other things.
And have you yet bought the factory service manual?
I don't have one for a 1991; but as far as I know, the TBI engines don't use a fuel pump relay.
Again, it's run off the Auto Shut Down (ASD) relay, not a separate fuel pump relay.
But , and I cannot emphasize this enough, YOU NEED TO CHECK YOUR FACTORY SERVICE MANUAL TO SEE WHAT YOU SHOULD HAVE IN THE WIRING.

Hi,
I asked another guy with a V8 1992 to show me his fuses box. The truck has a fuel pump relay. I looked for the ASD, and there is not ASD relay as you say (I looked to the diagram and i can't see ASD or Auto Shut down).
I ordered a fuel pump relay to see if it works. Cost 20$. If this is not the problem, i'll buy the factory manual.

the 1992 is radically different in wiring from the 1991 and earlier.
But buy the damn manual ANYWAY. If you had ordered it when I said to the first time, you'd have it, and you'd have your answers.
Or keep flopping about uselessly.
It's kind of your choice.
If you absolutely refuse to do the intelligent thing, do the next best thing - hit here https://www.autozone.com/repairinfo/...00c1528007154c and gaze at the Autozone copy of a second rate wiring diagram.
If you were to compare to my 1988, there's no under hood fuse box, but the ASD is over by the left (driver's) side hood hinge; same side as the battery.
I'll add that if you get spark and the fuel pump is pumping, the ASD is turning on properly. Again, with only 8PSI, I'd be checking the fuel filter and the pump itself. But eh. Your truck, your time.
