Since it's a 1990, it's TBI, and the regulator is on the throttle body.

If tossing parts, regulator is easier; but I'd plan on BOTH on a 28 year old vehicle.

If the regulator was bad, it likely wouldn't run worth a darn, regardless of how it gets started.

Well, that's true for some failure modes.

However, if the vacuum side of the diaphram starts to leak a slow leak, it'll drain down. It also sucks gas through while running, but it's not as noticed if it's slow enough.

BTDT on my Cougar, albeit at the EFI pressures.

(A quick test is to sniff the vacuum side while the motor's not running; if the diaphram is leaky, it'll smell like gas.)

Update: got to the parts store this morning and found the pump isnt pushing any pressure when cycled to run, and slowly gets to 12 when cranking. I was hoping itd be somethimg else since i really didmt want to drop the tank. But thank all ypu all fpr your help and input
