You'll have to troubleshoot.
It may be the control, or it may be the cable, or it may be the blend door itself.
Easiest way to verify is to remove the HVAC control, disconnect the cable (see the proper instructions in the factory service manual), and see if it's hung there. If it is, then you get to swap with one from the boneyard.
The rest is a bit harder to test.
Good news - the take apart and all the other info you need is in the 1995 and 1996 factory service manuals in the FAQs. Download one of them (the 1996 is better organized), and use that to troubleshoot.
