it depends on the the weather conditions/driving conditions i usually run about 37 or so in all 4 in the summer and dry winter conditions, when it snows that number goes down to around 30 (less psi = larger contact patch = better traction) but i carry a tire gauge in the truck and let it out when the snow starts falling,

All you need to do is sand them with 400-600 grit sandpaper then paint them. If you want to you could prime them, but it shouldn`t be necessary unless they are beat up. Also you can use a "single stage" paint that requires no clear and is very durable if you wish to skip the whole base/clear option. If you do it this way all you need to do is scuff and spray. If they have some dirt specks then you may have to sand those out with some 1000-1500 wet/dry paper and buff.
If you really want to base/clear them , that`s no big deal either. Basically the same procedure... sand untill they are dull , clean them REALLY good with some wax and grease remover , and spray a few medium coats of color , let dry then a coat or two of clear.
