Default Power steering installation issue

I am helping a friend with her car and I replaced her power steering pump. The first replacement resulted in having a bad pump. so we took it back and got another one and installed it. However the pulley keeps popping off. I replaced it and bled it with the service manual instructions. What gives? I made sure the pulley and pump shaft were clean and oil free. should I have her buy another pulley?

Default Pulley

If the pulley is pulled off and pressed on to many times it will loose it's force fit and not stay in place. If this is the case, then replacing the pulley would be required.
