Default 97 Intrepid dies sometimes in low rpm situations in cold weather

I have problems with my 97 when it is below 20 degrees. The engine sometimes shuts off due to rpms dropping down to 3 and 4000. It does not drop that low 99% of the time. It happens when the car is warm or cold, and i am coming to a stop and am usually going between 5 and 10 mph. I am able to restart the car afterward and the rpm gauge is very shaky, varying from 3000 to 9000 rpms. the engine will shut off again unless i have the car in neutral and give it some gas. It may take anywhere from 2 to 15 mins of giving it some gas for the rpm to balance and stay steady. This does not happened everytime, once every few days if the temp is below 20 degrees.

I do have electrical problems with the car, specifically, various door locks will or will not lock when the lock/unlock button is pushed. Ex. Some lock while others dont

Any advice would be great, I'm about ready to give it a new home at the junkyard.
