Default Faulty battery??

Hiya people, not been on here for a while as haven`t had time but now my purple ronnie has died.yet again....battery died after being stood idle for some time, recharged battery only to find the car won`t start..it turns but doesn`t engage, tested voltage of battery 11.21.pretty low eh...whilst cranking it dropped to way below 8v.........so was wondering could the battery have finally given up.....could it be the starter motor.............alternator..........bad ground..... can`t really figure what else it could be...brother in law also has a Neon.lower class ind lol....my battery started his but his battery didn`t start mine....tried jumping but again no joy...forgot to mention its a 98 ATX......tested ASD.fine..all fuse are good to go....plugs coil leads all good to go........the car was running ok before i took battery out to recharge and now nothing..any help guys would be great
