Default rear brake self adjusters

I'm in Neon mode the past day or two and trying to sort out several problems with my '99 4-door SOHC ATX Neon. I replaced the rear brakes, everything, shoes, drums, self adjusters, cylinders, hardware a few months ago. The parking brake barely held the car when applied at first and now has gotten worse. The parking brake cable is free and in like-new condition. It seems like the self-adjusters are not doing their job. I double checked the installation against the Haynes manual and even tried putting some of the pieces in a different way, initially. Has anybody run across tis problem before ? Is there a better picture/description of how the self adjuster pieces and springs locate inside the brake drum ?
I'm still wrestling with an intermittant fuel pump problem. More on that later.

yes, my old neon would not hold for ****. I never fixed it, the car ended up getting stolen while I was in Iraq.
